NPL not available

Question.  What is the reason you can’t access Non Patent Literature via PAIR in a file wrapper?  If you know, I’d love to know why.

"Images of non-patent literature (NPL) cited in public patent application files are not available for either viewing or downloading through Public PAIR."

  3. It’s interesting though that the European Patent File Wrappers (http://ofi.epoline.org/view/GetDossier?dosnum=&lang=EN) are willing to put “NPL”-type documents on with a simple copyright disclaimer.
