Patent Reform and Small Entities — NAPP

The National Association of Patent Practitioners (NAPP) have posted their comments to the Patent Reform proposal.  The NAPP appears to oppose the provisions relating to: “first to file” priority; broadened claim scope; universal 18-month publication; inter partes reexamination estoppel; damages limitations to components; tangible component requirement (overruling the case of Microsoft v. Eolas); and elimination of the joint research exception.
