Patent Reform and Small Entities — NAPP
May 10, 2005 on 1:35 pm | In Legislation/Regulation |The National Association of Patent Practitioners (NAPP) have posted their comments to the Patent Reform proposal. The NAPP appears to oppose the provisions relating to: “first to file†priority; broadened claim scope; universal 18-month publication; inter partes reexamination estoppel; damages limitations to components; tangible component requirement (overruling the case of Microsoft v. Eolas); and elimination of the joint research exception.
